APFS: This is the current default file system for macOS, as of High Sierra. If the file system of the Mac hard drive is HFS+ or APFS, the drive will become unreadable in Windows. Windows can only read a Mac hard drive that is formatted to FAT32 or exFAT using third-party software.(Who knew!?!) If you're not sure if you're in safe mode, select the Apple menu > About This Mac > System Report button, then select the 'Software' heading from the left column. A new discovery from a reader (thank you, Colby!) is that APFS DMGs won't mount if you're booted in macOS booted in Safe Mode.

In addition to normal HFS+to HFS+, Carbon Copy Cloner v5 can back up an APFS volume to an APFS backup drive, and there is every advantage in doing this because it also backs up the Recovery, Reboot and VM partitions all in the same run.
